These letters document the military affairs of the Commonwealth and Governor Beriah Magoffin's role as commander-in-chief of the Kentucky militia. Included are communications with the federal government concerning the pre-war arms needs of Kentucky; letters from various new or existing militia units offering service or requesting weapons; the requisition from Secretary of War Simon Cameron for a quota of Kentucky troops for three months of federal service; telegrams with agents in New Orleans concerning the purchase of arms; and a letter from Confederate General Leonidas Polk giving his reasons for seizing and occupying the town of Columbus, Kentucky on the Mississippi River.

Beriah Magoffin, a Democrat, served as governor of Kentucky from 1859 to 1862, during the period of the secession crisis and the first years of the Civil War. He resigned after three years in office when, as a result of the hostile political climate, his power and effectiveness as governor were considerably diminished. Historical note: In 1792 the Kentucky General Assembly established the Kentucky Militia. The act required that all white males between the ages of eighteen and forty-five be enrolled in the militia, form companies, and participate in several musters each year. These companies could be called to active duty by the governor in case of war, insurrection, or danger to public safety.
